Additional Import Documentation
All non-document shipments with a value of more than $200 US Dollars require an original Certificate of Origin.
Goods under IATA Special Provisions A67 require a MSDS (Material Safety Data Sheet).

It is not required for all, however shipments can be held by local authority in United Arab Emirates after screening due to lack of MSDS (Material Safety Data Sheet) or NON DG (Dangerous Goods) declaration letter from the shipper resulting to misconnections and impacting end-to-end service.

It would be advisable for all shipments originating, transiting and terminating for UAE to have MSDS or NON DG declaration from shipper enclosed in the shipment and copies to be uploaded in IDIS.

A Packing List is required.

Information needed is a detailed list of all the items being shipped as per the commercial invoice.

Additional Export Documentation
Electronic Export Information (EEI), formally known as a Shipper's Export Declaration (SED) is a U.S. Government process for collecting export trade statistics and for export enforcement.

The information is filed in the Automated Export System (AES) and all filings must be made electronically. A paper form is no longer acceptable.

Shipments to Canada from the U.S. are exempt from this requirement. The EEI is not required for shipments from the U.S. to Canada unless the merchandise is subject to ITAR, requires an export license or permit, or is rough diamonds. Also used self-propelled vehicles require an AES Filing, regardless of value, and the filing must take place 72 hours prior to the export of the vehicle.

Shippers filing directly with the Census Bureau must supply the AES Internal Transaction Number (ITN) at the time of pickup by UPS. The ITN should be placed on the thermal label, produced in World Ship or on the invoice as close to the total value as possible.

UPS can file the AES information on behalf of the shipper for a $12.50 fee. The shipper must supply all necessary information for the filing, including their EIN number, License/License Exemption/License Exception and Export Control Classification Number (ECCN).

Additional Clearance Information
Customs has introduced a 20% penalty fee for shipments that are not cleared in a timely manner.Any shipment that is not cleared within 10 days of paperwork issue by customs will incur 20% penalty on top of the duty/tax amount that will be paid to customs.

UPS cannot deliver to a P.O. Box address. All packages require a consignee's contact name and complete street address including apartment, suite or unit number if applicable. The consignee's telephone number should be provided if known.

Please note that not only the value(s) of the commodity/commodities have to be considered when calculating duty and tax, but also the freight charge and other fees.
UPS provides door-to-door service in Addis Ababa. UPS uses a local courier system in other cities, where possible, and uses the post office in areas where local courier does not service. If shipment is sent by post, the post office contacts and advises the consignee of shipments arrival. When initially contacted, the consignee can decide whether to accept delivery through the post office, to collect the shipment in person from the UPS office or to have the shipment delivered to a representative in Addis Ababa.

Billing Options
  • Duties and taxes can be billed to the shipper, receiver or a third party.
  • When billing a third party, the third party's name, country or territory and account number are required.
  • If the duties and taxes are billed to an account outside of the destination country or territory, a "Duty and Tax Forwarding" surcharge will be applied.
  • Shipping charges can be billed to the shipper, receiver or a third party.
  • When billing the receiver, either the shipper or receiver's account number is required.
  • When billing to a third party, the third party's name, country or territory and account number are required.
  • Please note the following third party billing exceptions:
    • Shipments to and from the same country or territory (domestic shipments) cannot be billed to third party payors in other countries or territories. For example, shipments from Mexico to Mexico or Canada to Canada cannot be billed to a third party payor in the U.S. This rule does not apply to UPS domestic services in European Union countries or territories. For example, shipments from Germany to Germany can be billed to a third party payor in the U.S. (as long as the payor is a business and has a VAT or Tax/EIN ID on file with UPS).
  • When paying by credit card, check, or cash, only the shipper can be billed the shipping charges
Commodity Specific Stipulations

There are special stipulations on the following commodities when shipping to Ethiopia. If you plan to ship one of the commodities listed below, be sure to adhere to the following stipulations in order to avoid delays and holds at customs.

Shipments of food coloring require permission from the Standardization Agency.
Shipments of medicine require a permit from the Ministry of Health.
Non-commercial imports of electronics are limited to one item. Licensed importers may import more than one item per shipment. Duties and taxes apply.
Data shipments require an invoice with the character of the USB stick (storing intercompany data) and the value of the USB Stick.
Licensed importers may import spare part shipments. Others may import spare parts if an authorized dealer confirms in writing that the parts are not available in Ethiopia.
Samples of textiles are exempt from taxes.
Data shipments to Ethiopia require an invoice stating the value of the CD-ROM or disk only.
Shipments of medicine require a permit from the Ministry of Health.

Invoice Requirements
Non-document shipments to Ethiopia are required by Ethiopian customs to have 2 Electronic Airway bill copies. Shipments exported by manual AWB will no longer be accepted.

For multiple package shipments, in addition to the child waybill copy, copies of mother waybill should be dispatched alongside the child packages.

Shipments of documents do not require an invoice.

The consignee's telephone number, mobile number and email address if available, should appear on the invoice.


Items Classified as Documents

The destination country or territory considers the following items document shipments. If criteria are listed, the shipment must meet the criteria to be considered a document shipment.

Prohibited or Restricted Commodities

The UPS Nairobi hub in Kenya cannot transit any package that has liquid content item on a Small Package basis. This applies to all types of items in liquid form.

Kenya airways(KQ) has restricted this movement on courier mode and packages should only be moved on airfreight mode(SCS) direct to destination.

It will also not be able to RTS such packages as Kenya Airways is used for all exports too.

Please note: This applies to transit volumes, not Kenya import but also from Cologne, Dubai and Johannesburg hubs.

Lottery tickets are prohibited.
Customers must use an authorized UPS / MBE (Mail Boxes Etc) Store or UPS Customer Center to ship personal effects.

The UPS Store, Mail Boxes Etc. or UPS Customer Center will be required to identify personal effect shipments on the shipping label by placing "Personal Effects" in the Reference Field of a UPS "smart" label or in the Special Instructions Field of a UPS waybill. They must also clearly indicate 'Personal Effects' shipment on the Commercial Invoice.

Personal Effects are classified as used items (owned for a minimum of 6 months) intended for the consignee's personal use. Any items intended for any other use, such as wholesale or retail sales, business purposes, or for distribution are not considered personal effects and cannot be shipped on this basis. "Personal Effects" must be clearly stated on the invoice and goods description.

All of the following documents must be scanned into DIS/SIR and originals on the package:

  • An inventory list with estimated values with the reason for importation (holidays, move, relocation)
  • A confirmation that the goods are older than 6 months and that they are intended for personal use only
  • A photocopy of passport or ID card

Any items intended for any other use, such as wholesale or retail sales, business purposes, or for distribution are not considered personal effects and cannot be shipped on this basis.

Excisable goods (for example, perfume, alcoholic drinks, tobacco), medicine and perishable food can not be cleared as personal effects.

Personal effects shipments are not allowed in combination with Return Services.

Payroll and personal checks are prohibited.
Products made in Iran are prohibited in our service due to a current embargo.
Used and unused traveler's checks are prohibited.
Shipments of Lithium Metal Batteries are prohibited on Emirates Airlines flights which UPS uses to this destination country or territory.

Alternative arrangements are in place, but expect transit delays if the normal planned flow of the package is via Dubai, United Arab Emirates. Time in Transit may be extended due to solution found.

Special Clearance Requirements
New requirements have been implemented for small package shipments and are based on the International Standards for Phytosanitary Measures (ISPM) 15, which is entitled "Guidelines for Regulating Wood Packaging Material in International Trade". ISPM 15 was adopted internationally in 2002, and is gradually being introduced by countries or territories worldwide. Wood or wood products covered by ISPM 15 include items such as packing cases, boxes, crates, drums or similar packing, pallets, box pallets and other load boards, pallet collars and skids, but exclude such processed woods as orientated strand board, particle board, plywood or veneer, created using glue, heat and pressure or a combinations thereof, and, raw wood which is 6mm or less thick. It is recommended that if a question arises on this issue, please check with the authority that issues the Phytosanitary certificates in your country or territory.
USDA has the right to inspect any transit shipment and additional permits or certifications may be required.
