Goods under IATA Special Provisions A67 require a MSDS (Material Safety Data Sheet).

It is not required for all, however shipments can be held by local authority in United Arab Emirates after screening due to lack of MSDS (Material Safety Data Sheet) or NON DG (Dangerous Goods) declaration letter from the shipper resulting to misconnections and impacting end-to-end service.

It would be advisable for all shipments originating, transiting and terminating for UAE to have MSDS or NON DG declaration from shipper enclosed in the shipment and copies to be uploaded in IDIS.

Additional Export Documentation
Electronic Export Information (EEI), formally known as a Shipper's Export Declaration (SED) is a U.S. Government process for collecting export trade statistics and for export enforcement.

The information is filed in the Automated Export System (AES) and all filings must be made electronically. A paper form is no longer acceptable.

Shipments to Canada from the U.S. are exempt from this requirement. The EEI is not required for shipments from the U.S. to Canada unless the merchandise is subject to ITAR, requires an export license or permit, or is rough diamonds. Also used self-propelled vehicles require an AES Filing, regardless of value, and the filing must take place 72 hours prior to the export of the vehicle.

Shippers filing directly with the Census Bureau must supply the AES Internal Transaction Number (ITN) at the time of pickup by UPS. The ITN should be placed on the thermal label, produced in World Ship or on the invoice as close to the total value as possible.

UPS can file the AES information on behalf of the shipper for a $12.50 fee. The shipper must supply all necessary information for the filing, including their EIN number, License/License Exemption/License Exception and Export Control Classification Number (ECCN).

Additional Clearance Information
UPS cannot deliver to a P.O. Box address. All packages require a consignee's contact name and complete street address including apartment, suite or unit number if applicable. The consignee's telephone number should be provided if known.

Billing Options
  • Duties and taxes can be billed to the shipper, receiver or a third party.
  • When billing a third party, the third party's name, country or territory and account number are required.
  • If the duties and taxes are billed to an account outside of the destination country or territory, a "Duty and Tax Forwarding" surcharge will be applied.
  • When paying by credit card, check, or cash, only the shipper can be billed the shipping charges
  • The freight and duties can be billed to the shipper or a third party
  • The taxes can be billed to the receiver or a third party
  • A surcharge will be applied for the SDV billing option

Commodity Specific Stipulations

There are special stipulations on the following commodities when shipping to Bonaire, St. Eustatius, Saba. If you plan to ship one of the commodities listed below, be sure to adhere to the following stipulations in order to avoid delays and holds at customs.

"Import of Alcoholic beverages into Bonaire is permitted via ISC contract service. Business to consumer (B2C) shipments and Business to Business (B2B) are allowed into Bonaire. Beer, wine and spirits (liquor)."

Invoice Requirements
Non-Document shipments to Bonaire must include 1 original and 2 copies of a commercial invoice.

Worldship invoices are not accepted. It is a requirement of Bonaire Customs that all invoices must be an original invoice on company letterhead. A copy of a Worldship invoice cannot be pasted on company letterhead. All items declared must have a value declared in USD.

The invoice should include a detailed description of the product,unit price and total price by line item.This enables Customs to correctly evaluate the shipment value for Duty and Taxes. In addition,the freight charges must be included pon a different line of the Invoice.

The consignee phone number must appear on the invoice.


Items Classified as Documents

The destination country or territory considers the following items document shipments. If criteria are listed, the shipment must meet the criteria to be considered a document shipment.

Prohibited or Restricted Commodities

Products made in Iran are prohibited in our service due to a current embargo.
Customers must use an authorized UPS / MBE (Mail Boxes Etc) Store or UPS Customer Center to ship personal effects.

The UPS Store, Mail Boxes Etc. or UPS Customer Center will be required to identify personal effect shipments on the shipping label by placing "Personal Effects" in the Reference Field of a UPS "smart" label or in the Special Instructions Field of a UPS waybill. They must also clearly indicate 'Personal Effects' shipment on the Commercial Invoice.

Personal Effects are classified as used items (owned for a minimum of 6 months) intended for the consignee's personal use. Any items intended for any other use, such as wholesale or retail sales, business purposes, or for distribution are not considered personal effects and cannot be shipped on this basis. "Personal Effects" must be clearly stated on the invoice and goods description.

All of the following documents must be scanned into DIS/SIR and originals on the package:

  • An inventory list with estimated values with the reason for importation (holidays, move, relocation)
  • A confirmation that the goods are older than 6 months and that they are intended for personal use only
  • A photocopy of passport or ID card

Any items intended for any other use, such as wholesale or retail sales, business purposes, or for distribution are not considered personal effects and cannot be shipped on this basis.

Excisable goods (for example, perfume, alcoholic drinks, tobacco), medicine and perishable food can not be cleared as personal effects.

Personal effects shipments are not allowed in combination with Return Services.

Special Clearance Requirements
New requirements have been implemented for small package shipments and are based on the International Standards for Phytosanitary Measures (ISPM) 15, which is entitled "Guidelines for Regulating Wood Packaging Material in International Trade". ISPM 15 was adopted internationally in 2002, and is gradually being introduced by countries or territories worldwide. Wood or wood products covered by ISPM 15 include items such as packing cases, boxes, crates, drums or similar packing, pallets, box pallets and other load boards, pallet collars and skids, but exclude such processed woods as orientated strand board, particle board, plywood or veneer, created using glue, heat and pressure or a combinations thereof, and, raw wood which is 6mm or less thick. It is recommended that if a question arises on this issue, please check with the authority that issues the Phytosanitary certificates in your country or territory.
Goods donated to charitable organizations are subject to duties and taxes unless, prior to shipping, they are approved by the country or territory's exempting authorities (such as the Ministry of Treasury, Economy or Customs, the Executive branch, or the country or territory's consulate). Ignoring this requirement can result in the imposition of duties, taxes, and other possible costs associated with the clearance. These costs are billed to the shipper.
USDA has the right to inspect any transit shipment and additional permits or certifications may be required.
